The are two known causes for this error:

1. Issue - Attempting to install the Command line Interface on a server operating system.
   Resolution - Obtain the server installation and a server license key Click here for the Windows Server page.
2. Issue - Attempting to install the Server version 14.0 to a server operating system.
   Resolution - Use the latest server installer.
